This outpatient center is a multispecialty facility with three operating rooms and two special procedure rooms performing approximately 5,000 annual procedures. Some specialty services offered to the surrounding community include: ophthalmology, orthopedics, gastroenterology, gynecology, podiatry, plastic surgery, ear/nose/throat, and general surgeries.
Essential Duties: Responsible for the planning, organizing, directing, and coordinating of all aspects of operations, functions, processes and performance for the ambulatory surgery center.
Responsible for the operational strategy development and implementation of new and existing services, processes and information systems. Lead the negotiation, execution and control of all external surgery center contracts including but not limited to those with ancillary services, plant maintenance, radiology, laboratory, laundry, biomedical engineering, pharmaceuticals, equipment maintenance, financial service programs, janitorial, group purchasing initiatives, and patient engagements as well as all third party and federal insurance programs. Develop and monitor statistical indicators to compare to industry benchmarks in both the clinical and business office areas, with on-going reporting of current status.
Direct and oversee selection, training, development, performance evaluation, performance issues and retention for all direct ASC staff. Assists in developing, and implements performance standards and monitoring systems to assure appropriate staffing in an excellent patient services and business office environment. In collaboration with the Human Resources department, provide and maintain training and development programs, and provide leadership and management development and succession planning.
Responsible for the financial performance results of the ASC, and preparing and projecting annual capital and operating budgets. Closely monitor variation in financial performance of the facility. In collaboration with the Finance department, oversees financial accounting for the ASC including the maintenance of the bank accounts and cash flow, accounts payable and receivables to optimize reimbursement and expense management, and submission of sales and use tax. Provide weekly, monthly, and annual reports to include financial and board meeting packets.
Manage the ASC’s relationships with operating surgeons. Manage the Anesthesia relationship and contract, making sure that adequate staffing, efficient and cost saving measures are implemented to ensure that best and reasonable efforts are made to maintain the schedule with the best interest of the patient in mind. Ensures coding is accurate and compliant with federally established guidelines and individual insurance policies. Provide cost analysis and local market review to establish and maintain a fee schedule with Board approval.
Responsible for establishing and implementing a continuous Quality Improvement Program to ensure compliance with governmental, regulatory agencies and accrediting bodies as well as required quality reporting to ensure optimal reimbursement.
Assures that risk management activities are on-going, including but not limited to: credentialing, peer review, compliance, incident reporting, equipment safety, medication safety, infection prevention, Life safety codes, HIPAA, staff education, emergency preparedness, facility insurance, inventory management, and litigation management. Identifies risk management issues and develop a plan for control of the risk. Respond to or delegate response to all formal patient complaints.
Remain current in changes in the healthcare environment pertaining to ASCs, such as reimbursement, legislative issues and business law, and act accordingly in the best interest of the center. Direct development of policies and procedures in addition to conducting an annual review for appropriateness as regulations change or become activated.
Coordinates with the Medical Director, Director of Nursing and Business Office Manager for monthly and quarterly governance meetings as well as consistent staff meetings. Confirm all meeting minutes are written for appropriate governance approvals. Ensure appropriate communication methods are deployed to maintain information leading to Best Practices.
Complete all other assigned projects and duties. Responsible for other organizational Clinical Leadership responsibilities as may be assigned. May participate in the provision or direct patient care consistent with licensure, experience, and current competence in the level of patient care provided.
